While some consonants are always soft (Ч and Щ) or hard (Ж, Ц, and Ш), this property of others is defined by the following vowels or hard/soft signs.
By default, all the Russian consonants (except for the mentioned above Ч and Щ) are hard. If they are followed by a soft vowel or a soft sign, they become soft, in other terms, they slightly change the way they are pronounced. You can listen to examples on the page linked above.
